if you want to learn what the Minister based his decision on.

It stands to reason the windfarm people want to put their farms in the 
windiest spots,
and have profit in mind, not the welfare of wildlife.
The outcome has been a backdown by the developers
and a win for wildlife :

New Bald Hills wind farm plan released

The company planning the Bald Hills wind farm in Victoria says it has 
addressed all the concerns of federal Environment Minister Ian Campbell 
in its latest planning application.

Senator Campbell knocked back Wind Power's first application saying the 
turbines threatened the orange-bellied parrot.

The company has decided to move six of the wind turbines further from 
the South Gippsland coast - away from the parrot's migration path.

Company spokesman Andrew Newbold says it is hoping to have the project 
approved by Christmas.

"It's certainly not an admission by us that our project causes any 
long-term damage to the orange-bellied parrot as has been reported," he 
said.

"But it's a carefully thought out, intelligent response to the 
Minister's concerns."
